2012 Ordinance Creating SAMAKA-Calapan




RESOLUTION NO. 751
CITY ORDINANCE NO. 22

AN ORDINANCE CREATING CALAPAN CITY HISTORICAL, CULTURAL AND ARTS COUNCIL KNOWN AS SAMAHAN NG MGA MAYHILIG AT INTERES SA KASAYSAYAN AT KULTURA NG CALAPAN (SAMAKA-Calapan) PRESCRIBING ITS FUNCTIONS AND APPRORIATING FUNDS THEREOF.


On Motion of Hon. Jojie E. Malapitan duly seconded by Hon. Edilberto C. Ilano, Jr.
Be it ordained by the Sangguniang Panlungsod in Session Assembled that:

Section 1. Title : This Ordinance shall be known as the Calapan City
Historical,Cultural and Arts Council
(SAMAKA-Calapan) .

Section 2. Composition : The SAMAKA – Calapan shall be composed of the
following:

a. City Mayor - Honorary Chairman
b. Chairman, Sangguniang
Panlungsod, Com. on
Education - Chairman
c. President, Liga ng mga
Barangay - Member
d. City Education Officer - Member
e. DepEd City Division
Education Program
Supervisor - Member
f. City Information Officer - Member
g. City Tourism Officer - Member
h. 2 Representatives from
Private Sector with
related interest - Member
i. Representative from
Secondary Schools - Member
j. Representative from
Tertiary Schools - Member

Section 3. Functions, Duties and Responsibilities of SAMAKA-Calapan.

The functions, duties and responsibilities of SAMAKA-Calapan shall be as follows:

a. Formulate programs and recommendations to develop cultural and arts talents;
b. Ensure the protection, preservation and conservation of the local cultural and historical heritage;
c. Develop and publish local historical, cultural and arts materials;
d. In coordination with the private sectors, conduct cultural events such as cultural fastivals, competitions, lectures, seminars, symposia and other related activities;
e. Conduct periodic cultural concerns, issues and agenda;
f. Encourage the development of industries that are related to the development and promotion of local cultural heritage;
g. Conduct an inventory of local historical, cultural objects and sites;
h. Coordinate related activities with National Commission for Culture and the Arts and National Historical Institute;
i. Upgrade the existing City Museum;
j. Propose Annual Budget Plan for hisotrical, cultural and arts;
k. Perform other duties and responsibilities in pursuit of the functions of the council.

Section 4. The Council shall meet at least once a month or as often as maybe
necessary upon call of the Chairman.


Section 5. BUDGETARY REQUIREMENT FOR THE IMPLEMENTATION OF
THIS ORDINANCE. There shall be an initial appropriation of Five Hundred
Thousand Pesos (P500,000.00) yearly for the operation of the council.

Section 6. Effectivity. This ordinance shall take effect immediately upon its
approval.

THIS CITY ORDINANCE WAS UNANIMOUSLY APPROVED.
